New Duveland has eight provincesDevereaux (DVR), Lapérouse (LPR), Montmaneu Islands (MIS), New Caledonia (NCD), Moanarua‎ (NMS), McKenzie (NUS), Norfolk (NFK), Tasman (TSM)—one mainland territory—the Macquarie Capital Territory (MCT)-and one dependent territory-Avaiki (AVA). In turn, these may be grouped into two distinct regions, the South; majority English speaking provinces (Moanarua‎, McKenzie, Norfolk and Tasman) and the North; majority French speaking provinces (Lapérouse, Devereaux and New Caledonia). The Montmaneu Islands are geographically grouped into the North while historically has more similarities with the south, due to the English taking over the islands from Arriola in the late 19th Century and is the only province where a large minority speaks another language other than English or French, with Catalan being common across the islands. The MCT on the other hand is generally grouped into the English speaking region, as the region was historically a part of the Province of Moanarua‎, but from the government's perspective the capital territory belongs to both regions, as it is considered a bilingual city (~80% of the city can speak both English and French fluently). In most aspects the capital territory function as a province in it's own right, but the Commonwealth can override any legislation of their parliament. By contrast, federal legislation overrides provincial legislation only in areas that are set out in Section 49 of the New Duveland Constitution; provincial parliaments retain all residual legislative powers, including those over schools, police, judiciary, roads, public transport and local governments, since these do not fall under the provisions listed in Section 49.

The largest province in terms of both total population and population density is Moanarua‎, which also hold's the nation's largest city, Tasbury. The largest province by area is Lapérouse, which is comparable in size to the American state of Montana. The Montmaneu Islands are the smallest province by area and are also the least populated. New Caledonia is newest province, having joined the Commonwealth via referendum in 2018.

Each province and territory has its own parliament—unicameral in Avaiki, and the MCT—and bicameral in the provinces. The provinces are sovereign entities, although subject to certain powers of the Commonwealth as defined by the Constitution. The lower houses are known as the Legislative Assembly; the upper houses are known as the Legislative Council. The head of the government in each province is the Premier and in each territory the Chief Minister. The Queen is represented in each province by a Governor; and in Avaiki, the Administrator. In the Commonwealth, the Queen's representative is the Governor-General.

Outlying Islands[edit | edit source]

Several islands within New Duveland's territory lay some hundreds of kilometres from the mainland, including, but not limited to: the Auckland Islands and Macquarie Island, part of McKenzie; Norfolk Island, part of Norfolk; Ball's Pyramid, Elizabeth Reef, Lord Howe Island and Middleton Reef, part of Tasman; the Matthew and Hunter Islands, and the Chesterfield Islands, part of New Caledonia.

Recent movements on both Norfolk Island and Puiatahi Island are calling for greater autonomy, due to the island's distance from the main island of Norfolk (Rua Whenua), although this will be up to the federal government and cannot be decided by local referendum, which was rulled out by both the Norfolk government in 2015, and the federal govermnet in 2016. Local movements still persists to this day. If succesful, they may become dependent territories within the Commonwealth Realm of New Duveland, alongside Avaiki.
