Open Cabildo (Baliscano: Abriós Cabildo), is the Baliscan open-source online civic platform that is democratically and cooperatively run. It forms the backbone of Baliscan direct e-democracy designed to give citizens the power to engage in participatory decision-making on a variety of issues. The Open Cabildo platform is an open-sourced online civil platform that allows citizens to create and manage their own assemblies, discussions, and voting processes. Since 2022, the Open Cabildo platform has become increasingly influential to the incumbent Bilal II Council, which has lauded the project as an innovative and effective approach to democratic governance in Balisca's information society.

Key concepts[edit | edit source]

Creating and managing assemblies: Once registered and having confirmed their eligibility, citizens can create and manage their own assemblies, which can either be open to the public or restricted to specific groups of people at a time. Assemblies are often organized around single/specific issues, as small as local issues to national issues such as environmental policy, healthcare, or education. The members of the assembly can participate in discussions, propose ideas, and vote on decisions. These are often called 'wiki bills' due to their collaborative nature.

Participatory decision-making: Open Cabildo provides several tools for participatory decision-making, such as polls, surveys, and debates. All citizens can propose ideas and submit them for consideration by the assembly. Members of the assembly can then discuss the idea, suggest modifications, and vote on whether or not to adopt it. This is done through a direct liquid democracy system, which means that citizens can either vote directly on the policy or delegate their vote to elected officials in the Confederal Congress.

Coordinated decision-making: The Open Cabildo platform also provides tools for coordinated decision-making, such as consensus-building and collective decision-making. These tools allow the assembly to work together to reach a decision that is acceptable to everyone, even if it requires compromise or negotiation.

Monitoring and accountability: Open Cabildo allows citizens to monitor the decision-making process and hold their elected representatives in the Confederal Congress accountable for their actions. Users can view the records of all discussions, proposals, and votes, and can track the progress of decisions from proposal to implementation. This transparency helps to build trust between citizens and their elected officials, fostering a sense of cooperation and shared responsibility.
