The National Security Council (国家安全保障会議, Kokka anzen hoshō kaigi) of Teiko is the principal forum used by the Daijō-daijin for considering national security and foreign policy matters with his senior national security advisers and Daijō-kan officials and is part of the Daijō-kan Office. Since its inception three years after the 1984 Teiko constitutional crisis, the function of the council has been to advise and assist the president on national security and foreign policies. The council also serves as the president's principal arm for coordinating these policies among various government agencies. The Council has counterparts in the national security councils of many other nations.

Membership[edit | edit source]

The National Security Council is chaired by the Daijō-daijin. Its members are the Sadaijin (statutory), the Udaijin (statutory), the Naidaijin (statutory), the Minister for Internal and External Communications (statutory), the Minister for Defense (statutory), the Minister for State Security (statutory), the Minister for Interior and Home Affairs (statutory), the Minister for Justice (statutory), the National Security Adviser (non-statutory), and the Minister for Budget and Finance (non-statutory).

The Chair of the Joint Chiefs of Staff is the statutory military adviser to the National Security Council, both the Director of the National Intelligence Service and Director of the Teiko Signals Directorate are the principal intelligence advisers, the Chair of the Special Advisory Board is the policy adviser, and the Director of the Dangerous Drugs Board is the drug control policy adviser.

The Minister for Regional Economic Planning and Development, the State Minister for Foreign Affairs, the Minister for Commerce, and the Minister for Trade and Industry are also regularly invited to attend National Security Council meetings. The Teiko Regional Statistics Office Commissioner and the Director of the National Bureau of Investigation are invited to attend meetings pertaining to their responsibilities. The heads of other executive departments and agencies, as well as other senior officials, are invited to attend meetings of the National Security Council when appropriate.
