The Hwabaek (和白, Hwabaek) is an advisory council to the Prince of Teiko. The Hwabaek is responsible for all matters pertaining to the privileges and conduct of the Prince and the royal family, rendering advice to the Prince on matters concerning the Throne of Teiko and the royal family, all matters pertaining to crown properties, and any other matter as may be commanded by the Prince.

The current form of the Hwabaek was formed in 1858 in the aftermath of the ascension of Prince Keisuke and should not be confused with the Hwabaek which served as the advisory council of the Mibu shogunate.

The Royal Household Law provides that the Hwabaek has the responsibility in granting approval of statutory matters related to the Royal House of Teiko including:

  • Marriage of any male member of the royal family
  • Forfeiture of the Imperial status of a member of the royal family
  • Changes in the order of succession
  • Regency (amendment to the original Royal Household Law, passed in 2017)
