In Balisca the term commune district (Baliscano: distrito comuna) refers to an electoral district or constituency in which the country is divided for the purpose of determining the 736 delegates of the Confederal Congress. Baliscan commune districts are contiguous and compact territories composed of adjacent local government units where practicable. They are single-member districts which return one member each to Congress, elected to serve a maximum of two consecutive three-year terms through an instant-runoff voting system. As such, the country is currently divided into 736 congressional districts, also known as legislative districts or representative districts, with each one representing at least 150,000 people or one entire canton.
The Instituto Confederal de Estadística (ICE) conducts a constitutionally mandated quinquennial census whose figures are used to determine the number of congressional districts to which each region, canton, or metropolis is entitled, in a process called apportionment.
